The Russo-Japanese War began in February 8, 1904 through September 5, 1905. The war was a disaster for the Russians. The war had the opposite effect they were expecting, it was meant to rally people around the Tsar in a display of patriotic fervour. Meaning they were supposed to divide between Nicholas and his people. The war was never popular in Russia. The people of the public were not prepared for war. It was sudden and did not lead to an outbreak of patriotism.
They began the battles in the far east of the of the country. Most of the population lived hundreds of miles away from where the war was being fought. As a result the news of war was slow to reach them. New political parties felt that there was no justification for the war. The Social Revolution therefore, indulged in terrorism. Leading the Social Democrats troubled in the factories for strikes. The Liberals restricted their actions, such as protesting, petitions and verbal discussion.
Tsushima Bay and Port Arthur destroyed theRussia's naval ‘might’. For Nicollas, repression and the failure of the military was not in the he was wanting to take. Later on Prince Mirsky was appointed to be Minister of the Interior. Mirsky was majorly famous leading to him being was one of Alexandria's favorites. In Mirsky’s first press conference he asked for the people most confident in the government. This made him be rebuked by the tsar but the damage had already been done.
Many people expected reform and would not accept anything less. Mirsky’s statement united the political parties that were opposed to the government.
From November 19th to the 22nd in the year 1904, the national conference of zemstvo met. Nicholas asked the man in the zemstvo for the purpose to keep out of politics. He also announced to have the intentions to introduce reforms. What Nicolas said did not please people. He said " Was a sign of weakness to those who believed in autocracy". To those who believed in reform were not impressed with what he said.
After three days the national conference dispersed after the conference was allotted. It set a mark to those who were in professions started to organize themselves. They were later denied from the Zemstvo and many also failed to get into government because they did not have the right background for the position. The Industrial workers had also started to organize themselves. Later resulting to the Social Democrats started the workers in places such as Putilov steelwork in St. Petersburg.
